往返签证被non-Immigrant office给拒了，有什么办法么？请大家帮忙

我去年12月份的时候申请往返签证，由于study permit是2007年7月份过期，而且algonquincollege给的在读证明只显示了一个学期。所以签证官要求我回北京签证。但是由于当时担心回去以后回不来所以就没有回去签。

今年1月份renew 了study permit 到2009，然后重新在学校开了一个在读证明，显示我要到2009年7月才能毕业，其他材料也都很齐全。可是今天收到签证官的信，说我被拒签了，原因是： “You have not satisfied me that you meet the requirements for issuance of temporary resident visa.I am not satisfied that you are a bona fide student.”

不知道有没有人也遇到过这样的情况，我自己都不知道该怎么办了，本来是打算5月份回国的。

另外我发现两次签证官给我的信的落款是不一样的，第一个是officer，这次这个Non-Immigrant Officer.这是什么意思啊？是说这次拒签我的人不是移民局的工作人员么？？真是有点不明白啊，有没有明白的人帮帮解释一下啊？
