Problem resolved. Thank you for your attention. I was told by Bell that they would provide "dry loop" Internet service without extra charge on my current monthly fee.
Different information! Since Rogers uses cable for their phone services, there is no circuit number (phone line) for dry loop Internet service, so Bell will charge $10 monthly on top of my Internet service fee.
