If there are some hugh icicles on the edge of roof (brand new home), is it builder's responsibility to remove before closing date?

Since it is unusually compare to other neighbour's house, I doubt high heat loss from the roof. And there is a small wet area on dry wall in second floor. Is it serious enough to refuse close until builder fix it?

I think it is because the downspouts of your house haven't been
installed yet. Water has nowhere to go. I saw the same thing
on my in building house. I believe the builder should install
it before closing.

My boyfriend told me that this could be a major problem and you should get an certified inspector to look at the problems before closing.It seems like you have problem in insulation or attic venting.
