When I filed tax returns for international students, I found that some of international students didn't have social insurance numbers.
It seems that if you don't have a job, you are not eligible to get a social insurance number.
For international student who are not eligible to get a SIN, you can apply for a individual tax number.

Social Insurance Number or Individual Tax Number
If you do not already have a social insurance number (SIN), contact Service Canada to see if you are eligible for one.
If you are not eligible to get a SIN as an international student, complete Form T1261, Application for a Canada Revenue Agency Individual Tax Number (ITN) for Non-Residents
and send it to Canada Revenue Agency (CRA). Do not complete this form if you already have a SIN, individual tax number, or temporary tax number.
For more information on how to apply for an ITN see Form T1261 or contact the International Tax Services Office at 1-800-267-5177.

What information/documents do I need to apply?
Temporary Residents
Work Permit - issued by Citizenship and Immigration Canada (CIC).
Study Permit - issued by Citizenship and Immigration Canada AND a contract of employment from the learning institution or employer on campus where you obtained authorization to study by CIC.
Visitor Record - issued by CIC, indicating you are eligible to work in Canada.
