Sichuan Earthquake Relief Fund
On May 15, 2008, Canada announced additional support for victims of the earthquake in China's Sichuan province, in response to the May 12 earthquake. To this end, the Government of Canada has created the Sichuan Earthquake Relief Fund. For every dollar donated by individual Canadians to eligible Canadian charitable organizations, Canada will contribute a dollar to the Sichuan Earthquake Relief Fund. The Canadian International Development Agency (CIDA) will allocate these funds to established Canadian and international humanitarian organizations for relief efforts that benefit the people in China most affected by the earthquake.
Through the Sichuan Earthquake Relief Fund, the Government of Canada will match the generosity of Canadians. The fund will provide effective and accountable financial support to trusted Canadian and international humanitarian partner organizations working in the affected area.
There is no limit on the amount of matching funds that are available through this program from the Government of Canada.
Donating and fundraising criteria
For every dollar Canadians contribute to an eligible Canadian registered charitable organization responding to the Sichuan earthquake, the Government of Canada will put one dollar into the Sichuan Earthquake Relief Fund (subject over time to actual needs on the site and the ability of humanitarian assistance partner organizations to address those needs).
To be counted for this purpose, the donation must comply with all of the conditions below. It must be
[*]a monetary donation up to $100,000;
[*]made by an individual Canadian;
[*]made to a registered Canadian charitable organization that is receiving donations in response to the May 12 Sichuan earthquake;
[*]specifically earmarked by such organizations for the purpose of responding to the Sichuan earthquake;
[*]made between May 12, 2008, and June 23, 2008.
Both tax-receipted and non tax-receipted donations are eligible to be counted towards the size of the relief fund. A donation can be made in cash, or by cheque, money order, credit card or wire transfer.
Eligible donations
Eligible donations will
[*]include amounts from a fundraising event undertaken to raise money from individuals in response to the May 12 earthquake in Sichuan. This fundraising may be undertaken by schools, faith-based organizations, clubs, social groups, businesses, incorporated entities, or charitable organizations;
[*]exclude any donations by corporations, governments, businesses, partnerships, schools, incorporated or non-incorporated entities, and unions from their existing resources that were not raised from individuals specifically in response to the May 12 earthquake in Sichuan;
[*]ensure no double-counting of donations (i.e. donations collected by a registered Canadian charitable organization and given to another such organization should be declared only once to CIDA); and
[*]exclude donations that were made by corporations, governments, incorporated entities, charitable organizations, unions, or government bodies (provincial, territorial, or municipal) to augment an amount raised in a fundraising activity or event.
Letter of attestation
To ensure that donations collected in response to the May 12 earthquake in Sichuan by registered Canadian charitable organizations will be taken into account in determining the size of the Sichuan Earthquake Relief Fund, the charitable organizations concerned are required to send a letter to CIDA by Monday, July 21, 2008, attesting to the amount of eligible donations received.
The letter of attestation must
[*]be signed by an authorized representative of the organization;
[*]declare the amount of donations raised by the organization that meet the eligibility criteria outlined above; and
[*]confirm that any donations received from other registered Canadian charitable organizations that raised funds for the earthquake response
(a) meet the eligibility criteria outlined above, and
(b) were not (and will not be) declared to CIDA under a separate letter of attestation by the original collector.
The organization submitting the letter of attestation to CIDA must submit written certification of points (a) and (b) from the other registered Canadian charitable organizations concerned.
Financial reporting
At the close of the charitable organization’s first normal financial-year cycle that follows the time of the donation, each organization may be required to submit a copy of its audited annual financial statement to CIDA. This statement must contain an audit note that certifies the amount of eligible donations declared by the organization in its letter of attestation to CIDA.
Accountability for the use of funds raised by a registered Canadian charitable organization for the May 12 Sichuan earthquake response will rest with each organization. However, each organization may be required to demonstrate to CIDA that those funds were indeed used for earthquake relief efforts.
Guidelines for submitting proposals to the Sichuan Earthquake Relief Fund
The Sichuan Earthquake Relief Fund will fund established Canadian and international humanitarian organizations having significant in-country capacity to deliver humanitarian assistance in China. A list of eligible organizations will be established by CIDA and posted on its website. Interested organizations not on the initial list may request to be included by applying to CIDA.
To receive funding, eligible organizations may apply using CIDA’s existing Guidelines for Emergency Humanitarian Assistance for Project Proposals and Reports. Allocation decisions will be based on regular program parameters regarding the provision of timely, effective, and appropriate humanitarian assistance, with additional significant consideration placed on local capacity, operational independence, and access to affected populations.
Allocation of funds
The relief funds will be allocated by CIDA for humanitarian assistance projects according to criteria posted on its website. Organizations raising the funds that are being matched will have no privileged access to the relief fund. All organizations applying for funding from the relief fund will be assessed on their ability to deliver timely, effective, and appropriate humanitarian relief and early recovery assistance projects. Projects supported by the relief fund will be for humanitarian relief and early recovery purposes only, not for long-term development.
The purpose of these funds is to expedite humanitarian relief and immediate recovery over the next 12 months. Amounts notionally assigned by the Government of Canada to the Sichuan Earthquake Relief Fund must be disbursed by May 15, 2009. Accordingly, projects supported by the relief funds must be completed by May 15, 2009.
