if you are SURE that you don't owe any tax, you don't have to file for this year, the only down side is that you may not get the tax refund

什么时候都可以，在你不欠CRA钱的情况下。
也就是如果你今年如果需要补税，那么一定要在四月过完前报税。
若你今年无需补税，或者是CRA需要退税给你，那么你后年才报今年的都没问题（当然……后年才能收到退税的支票）。
我去年就是5月才报的。
