Red light cameras are fixed unlike speed radar or lidar. The trigger sensors are under ground. The cost of construction is at lease $10000.

How?
The red light camera took two photos. First one is at the time your car enter the intersection, that is, the front tires of your car press the white line under which the sensor is. Second one is at the time your car in at the center of intersection. Importantly, both photos show red light on. It proves you enter the intersection after the red light is on, not just stop at the white line, not enter before the red light on.
