57岁的魁北克居民沃尔什(Roger Walsh )周三因醉酒驾车被判处终身监禁,从而成为加拿大第一个因醉驾而被判处终身监禁的司机。

  沃尔什酒后驾驶,目前已经是第19次定罪,去年10月,他因酒后驾驶撞死了47岁的安妮 库维维戴安(Anee Khudaverdian)。魁北克法官默西埃(Michel Mercier)表示,被告沃尔什已经无可救药,很有可能再犯,需要判处终身监禁。不过,他没有接受检察官和受害者家属的请求,将沃尔什宣告为危险罪犯。

  安妮是满地可西南萊錫第(Les Cedres)居民,生前患有小儿麻痹症,有一个7岁的小女儿,事发当天刚好是她的47岁生日,她在坐着轮椅遛狗时被沃尔什驾驶的客货车撞死。据报道,安妮本来准备和家人庆祝她的生日,没想到竟遭遇了飞来横祸。

  据报道,有目击者表示,肇事者当时的车速不下140公里,遇到暂停牌也没有停下。更加恶劣的是,沃尔什将安妮撞得跌下沟渠后,竟不顾而去,但他自己的车也在不出10公里处冲入沟渠,随后被警方逮捕。

  车祸发生后,安妮的家人表示,希望这次惨祸能够唤醒公众,是时候严惩屡教不改的醉驾惯犯了。

  2008年,沃尔什承认包括醉驾导致死亡,肇事后不顾而去以及违反禁酒令等多项控罪。

Repeat drunk driver Roger Walsh was not declared a dangerous offender at the Valleyfield courthouse Wednesday morning.
Instead Quebec Court Judge Michel Mercier sentenced Walsh to a life sentence, believed to be a Canadian precedent.
Mercier called Walsh incorrigible and noted he was not supposed to be either drinking or driving when he struck Anee Khudaverdian in Oct. 2008.
With the life sentence the National Parole Board would be required to review his case in seven years, said defence lawyer Jacques Vinet. The defence lawyer said he believed it is the first time a person has been sentenced to life for impaired driving causing death.
If Walsh had been sentenced as a dangerous offender he would have had to serve 20 years followed by 10 years of surveillance.
With the life sentence Walsh. will be subject to follow conditions for the rest of his life or he risks being returned behind bars after any release.
The victim's family called the sentence a small victory. While they were initially shocked and disappointed that Walsh wasn't declared a dangerous offender it quickly dawned on them that a life sentence is very severe and possibly a Canadian precedent.
The judge said it was clear to him that the legislators did not have impaired driving in mind when they adopted the dangerous offender designation, which is normally used for sex offenders.
The victim's sister Clara said she will continue to push the federal government to change the Criminal Code so that impaired driving causing death can clearly be considered an offence punishable by the dangerous offender designation.
