There are four thin wires in rough in,but power unit only needs two lines.

Builder ask me to take off outlet from wall to look, but it is sticked to pipe.
Who has good idea how can I figure out which two wires being used?

I think you are talking about the open wires at the unit end. If I were you, I will do this:
- Short-connect the 2 metal pieces of one outlet using a piece of metal sheet or even a naked pin and tape , make sure the connection is secure and firm, or if you already opened the vacuum box, simply plug the tube into an outlet and turn it on.
- Go to the open wires at the unit end
- Test them with a multimeter; you should be able to find out close circuit with 2 of them
- Remember those 2 wires; they are the ones you need to connect to the vacuum unit.

You need to connect both pairs. One pair comes from the central vaccum unit, the other pair goes to another outlet so that every outlet can have the control of the vaccum unit.

There's no need to use a meter, put the two pairs in parallel (no polarity at all) and that's all you have to do..

1.Wall outlets are not stuck to the pipes. They just installed very tight. Pull it out carefully.
2.Rough in 4 wires are not connected to the outlet, you have to connect them yourself.
3.2 of 4 wires are from the 1st floor, the other 2 are from the 2nd floor. You have to find out which 2 from which floor.
4. go canadian tire buy a small meter (what is it called?), sometimes on sale only 10 or 20 bucks.
