If you are a visa student, you need to find out whether your Student Authorization has imposed term & condition restricted you from attending other academic institutions; this is clearly stated in your Student Authorization. Normally, there are only two categories: university or college; that is, you are allowed to attend either collges or universities only, but not both. In some case, oversea students are only allow to attend the academic institution specified in their Student Authorization. Other cases, oversea students are allowed to attend any academic institution freely without restrictions.
If there are restrictions in your Student Authorization preventing you from attending other academic institutions, and you are already legally in canada as students, then you can use the "Application to Change Terms and Conditions or Extend My Stay in Canada [Form IMM 1249]" to apply for the change.

yes,it is true that you can enroll many univ of CANADA's if you pass CAEL. but you be careful that someone told me CAEL is difficult than TOEFL, it is more like IELTS,specially I saw only little people pass or over 190(you will be a regular student if you over 190),of course take little fee(CAN$45) for test,this is for you,trust me it is better take toefl and over 580 and better than take CAEL. http://www.carleton.ca/slals/cael/misc/cael_sample.htm
