The proper distance between the gas range top and the bottom of cabinets

What's the proper distance between the gas range top and the bottom of cabinets?
The guy from 译程 said it was 40" but the builder only left 33".

Does anyone know what the minimum distance between the gas range top and the bottom of cabinets is required by CODE?

The builder said it's our fault that we didn't ask for a gas range. The designer never asked us to provide such info. I just checked the document. It doesn't ask the customer to provide the type of range anywhere.
