I think I found out the problem. It was PPSAP.exe. Even my PPstream (I was wrong, I use PPStream not PPlive) is not open, that program keeps uploading a .pgf file created by PPStream from my pc. I shut it down from Task Manager and changed the setting in PPstream. Thanks! for the help!;)
