Passenger is your father!
If you call a taxi, and you don't put on your seat belt, taxi driver will not move the car until you put it on, or ask you to leave the car. Very simple.
Your father is an adult.
I take another example.
Supposing you lend your car to a friend, and your friend ran a red light and photographed by red light cameras there. You will receive fine from City of Ottawa and even though you were not the driver, you still have to pay the fine. What you won't receive is demerit points.

Similar situation: my friend borrowed my car and went through red light. It is his responsibility. But what government care is to collect the fine. Either my friend or me has to pay the fine, it is between us.
Either you or your father has to pay the fine. You should also check if there is any demerit points will be deducted, whcih may affect your insurance....

"冲红灯照相找车主只是为了执法(罚款)的方便" --> Privacy. In the past, they also wanted to give car owner demerit points (running red light), and then people can argue there is NO proof that the driver was the car owner (only if stopped by police). And it is car owner responsibility for the ticket. Car-owner doesn't need to tell police/City who was the driver (i.e. privacy, lucky if if the driveer was car-owner 18 years old son with G2 license only!), but car-owner should know who was behind the wheel, and be responsible for all the tickets (except there was collision and people got hurt). If car-owner has a 18 years old son who drove family car away, and has an accident, can the car-owner said that his son drove the car away without his consent?? The reason why police ticketed parents if they found their young kids (under 14?) not wearing safety belt is the fact that kids are supposed to be under the supervision of their parents. As for car-owner father, he is a adult, and it is car-owner responsibility to tell his father if he is not wearing seat belt, and if stopped by police, police will fine him.
A not so close example: If you invite your friend to your home, and your friend drove a car. It is your responsibility (you invite your friend) to make sure when you friend drove his car away, his blood level is within legal limit, if not, if your friend has an accident, then you are liable to the accident and sued by police. This is the law, and we live in Canada.
