OTTAWA — The Elizabeth Fry Society wants a “systematic review” of the health care that inmates received in provincial jails after a woman had her baby in a cell at the in the Ottawa-Carleton Detention Centre On the night of Sept. 29, Julie Bilotta, a 26-year-old Cornwall woman facing drug and fraud charges, gave birth to a son on the floor of here cell in the detention centre. Allegedly, the woman’s cries for help — she was eight months’ pregnant — were either ignored or mocked by the guards. Supposedly, paramedics were called only after she was giving birth.
