let me ask my contractor and see what he has to say about the issue. the concrete stairs is actually hallow and it is bolted to the house. we can already see a gap between the stairs and the garage wall on the side, and underneath the stairs between the ground.

our design is to lay bricks directly onto existing concrete stais and also to build new stairs on the side to step down to a patio. and we are also widening the steps.

How do you know? Our step was hollow underneath too but it was poured with the fundation.

because there is a big gap between the concrete base and the ground (those big cheap square blocks from the builder). it looks as if the stair is hanging in the air (that's why the contractor said he is sure it is bolted to the house). otherwise, wouldn't have the whole concrete stairs sinked and sat the ground?

i forgot to mention that the concrete stairs have 3 steps. they look identical to those in the back yard.
