Ottawa residents may soon be able to park for free in some city-owned parking garages on nights when an overnight winter parking ban is in effect.

The city’s transportation committee will consider the move next week as part of a suite of proposed changes to winter overnight parking regulations, which staff has been studying for months.

On-street parking during winter storms is a long-standing issue for both city crews trying to clear snowy streets and residents who live in parts of town where on-street parking is common.

The current ban prohibits parking on city streets between 1 and 7 a.m. from November 15 to April 1 whenever an accumulation of seven or more centimetres is forecast in the Ottawa area. Only residents with valid on-street parking permits are exempt from this restriction. All other vehicles can be ticketed or towed.

Public works now is proposing to let residents park overnight for free at five city-owned garages whenever there is an overnight parking ban in effect. The suggested garages include Gloucester, ByWard, Dalhousie, city hall and Glebe. The staff report says the financial implication of the proposed recommendation is approximately $3,113 to $3,650 per winter, based on six to seven parking bans per winter.

Changes are also proposed for on-street parking permit fees and the bylaw that outlines when an overnight parking ban can be triggered to provide the city’s general manager of public works with greater flexibility.

Council will vote on the recommendations at its Oct. 14 meeting.
