The city of Ottawa’s social services department has reminded councillors and daycare agencies about a dramatic shift in subsidized funding that will unroll over the next five years.

Under the new system, subsidies will be “floating” instead of tied to daycare “spaces” at given locations, giving parents more flexibility in choosing a provider.

Some agencies will get less funding, some will get more and a handful will get funding for the first time. Almost half will face “more challenges” in transitioning to the new system, the department’s memo acknowledges. However, $7.75 million has been allocated from reserve funds to help in the transition.

“We’re talking about five years. We’re going and adjusting as we go. These are some pretty big objectives,” said Aaron Burry, the city’s general manager of community and social services.
