紧急问题，关于hull和ottawa的交通问题

我是ou学生，住在hull
新拿到一本hull地区的route手册（bus service 公司是叫sto的）
新手册是9月1号生效
上面写了说octranspo(ottawa的bus公司)的bus pass只能在早上9点之后用，9点之前只能在downtown hull地区并且要附上一个证明你是ontario resident的id(可以去网点办，但要文件证明你是ontario resident)。
我住的地方离downtown有点距离的，再heritage college对面。那就是9点之前用octranspo的bus pass不能坐车拉，问了房东房东说没这回事，我翻了以前的手册上的确没这么规定说9点之前之后怎么怎么的，难道是9月后新出台的规定？
那sto的bus pass在octranspo能用吗？我看了手册说sto的bus ticket，octanspo是不接受的，就不知道bus pass如何？
如果9点之前我住的地方上车不能用octranspo的bus pass，或者sto的bus pass在octranspo也不是畅通无阻，拿我就要搬家了。马上就要开学了，还要搬，很累的。我28号刚刚从hamilton过来，所以这里的事情也不清楚。请大家知道的话告诉我点信息。谢谢！！

买STO的没有问题.
只是没有学生票.

The most economic way is that you buy an OCTranspo student pass (if you are full-time student in OU), and then apply for an Ontario resident card, use your driver's license or Ontario Health Card as proof, I guess you still have your OHIP card right? The Ontario resident card can be obtained in a grocery store in St-Joseph, it is on STO web. If they refuse to give your that photo card because your OHIP card adress not in Ottawa (Halmiton?), you can change your OHIP address to an Ottawa address first, and then get this bus resident card, but it could be some waiting time... Anyway, try to use your OHIP card first, maybe they didn't look at that very carefully. The rule of 9:00 am is not new. I had got an Ontario resident card last year use my Ontario driver's license and OCtranspo transpo student pass.
