Neighbor makes noise on the balcony to wake my kid up

A student couple live on the second floor and always invites the friends to have party. Last night, their 5 new friends talked on the Balcony and woke my kid up and I went out to tell them to keep it quiet. Haven't called the police yet but last night was the third time that I warned them. I sent an message to their landlord saying if they keep doing that, I will call the police and she did not answer me yet.

So my question is : is there any bylaw to sue the landlord or any way to let her kick those young guys out? Any recommendation? Thanks in advance!

请问当时是几点钟？我觉得这跟租房没有关系，租房也是有权利的。如果他们没有违反规定，你生气又有什么用呢

邻居大声说话，是很不ＮＩＣＥ，但也许并没有违反什么规定．　你要是实在受不了，可以联合一下周围的其他邻居，　如果大家都觉得吵一起报警，会引起重视的　．．．
