NCC aims for 2019 on 'master development agreement' over LeBreton Flats

The National Capital Commission is aiming to have a LeBreton Flats master development agreement with RendezVous LeBreton Group done by 2019.

Mark Kristmanson, the CEO of the NCC, told the federal agency’s board of directors Thursday that RendezVous, whose main partners are the Ottawa Senators and Trinity Development Group, is working on environmental assessments and has started discussions with the City of Ottawa. The NCC is working with Algonquin leaders, with another meeting with the Algonquin delegation of chiefs coming up next Thursday.

Kristmanson’s update to the board was short on further details regarding the Flats project.

The NCC and RendezVous have an agreement in principle on redeveloping the Flats. They had hoped to begin construction between 2019 and 2020. Financial details have been secret.

The first phase will be the eastern half of the site, including the 18,000-seat NHL arena, an abilities centre, pedestrian concourse, mixed-use buildings and other public realm elements. The second phase on the western half approaching Bayview station won’t start until 2032.

The NCC selected RendezVous as the preferred developer for the Flats in 2016.

During a recent Senators fan forum, team owner Eugene Melnyk openly questioned the condo market in the area around the Flats, considering there are other residential developments planned near the site.
