Any updates for Phoenix Payroll System?

In May of 2019 the federal government named three companies that will compete to replace the Phoenix pay system. In 2018, the government had announced a plan to eventually scrap Phoenix, but only after a new system with improved technology is put in place. Ceridian (a Toronto-based pay systems specialist with offices across Canada), SAP (a German multinational that creates business management software), and Workday (a Californian cloud applications provider) will compete to provide the replacement. All three companies were on a short list of five vendors released last year.[29]

good news for those GOC CS-x employees or not?

No difference. Phoenix Payroll System was made by IBM.
The new one is another third party app and again GOC CS-x employees have no clue how to fix it anyway

听阿刚昆教cobol老师说，原来的Payroll System就算Cobol写的，一直没问题，后来换成这个java（或者其他语言？不确定）写的才一直出问题，所以他对Cobol特别自豪。

这老师说的让人想起大清义和团的‘刀枪不入‘。
