因为签证申请不需要疫苗证明。。。但肯定告知了入境时的要求。

入境的时候边检需要疫苗证明，或者豁免疫苗的证明。

他的豁免证明是组委会承认的，但不是移民局承认的。。。

常识是拿到某个国家的签证，不等于可以入境，边境入境处官员做最后决定，当然99%有签证的人顺利入境。
