Council received an update today from staff in advance of the 2025 budget process.

The presentation outlined the City’s and Council’s commitment to solid financial management, provided a financial update about public transit, detailed the payments-in-lieu-of-taxes shortfall and summarized ongoing requests for funding from other levels of government. Council approved Official Plan and zoning amendments to facilitate a six-storey and 16-storey residential building on Cleary Avenue, within First Unitarian Congregation of Ottawa campus north of Richmond Road, and near the future Sherbourne LRT Station. The six-storey building would have 66 affordable units, run in partnership with Ontario Aboriginal Housing Services. The 16-storey tower would have a four-storey base and include 148 dwellings. The site currently houses institutional uses including a church, retirement residence and daycare. The Official Plan amendment defines the minimum setback from the property line to ensure an appropriate transition to nearby homes while the zoning amendment permits residential use.

Council also approved zoning amendments for two east-end projects delivering residential and commercial growth along Navan Road. A subdivision on lands northeast of Brian Coburn Boulevard and Navan Road will add about 330 dwelling units and more than 2,500 square metres of commercial space. The proposal includes one commercial block near that intersection, with three additional blocks of six four-storey buildings. Two public streets are planned as well, lined by 67 townhouses, and a public park. A second development in the area proposes 20 stacked townhomes and six semi-detached homes on Renaud Road, between Navan Road and Percifor Way.
