收费的关键不是是否入境，而是新的工签需要缴费，续签的不需要。

据我所知，所有续签都需要处境在美国以外的使领馆办理签证，都需要入境。无法留在美国之内办理续签。

你是只知其一不知其二，老太太道听途说还喜欢倒卖错误信息。人家可能是先转H1B，然后因为不是中国印度出生需要排队数年，或者跟美国公民结婚等其它途径，很快就拿到绿卡。

首先TN不是visa（签证），是个基于国际自由贸易协议的临时status（身份）。加拿大公民可以在口岸直接申请status，墨西哥公民需要先去美国使馆申请visa, 入境后才有status。

申请TN和每次入境时，都需要证明自己没有移民倾向，有在status到期后回加拿大的意愿，比如在加拿大有家庭，财产，生意，社交圈，等等，否则就可能被拒。TN是非移民倾向身份，拿TN期间申请绿卡，那就是证明自己申请TN的时候撒谎造假，属于欺骗行为，可以马上被递解出境，以后禁止入境美国，还尼玛办啥绿卡？H1B是个dual intention visa, 申请人可以有移民意愿，所以拿H1B期间可以申请绿卡。

TN 可以直接申请移民，只要在三年里完成。否则下次续签有问题。前些年，很多人都这么干的。刚才查了一下，最近公布的加拿大的排期超出三年，现在办有风险而已。
