The difference is if you don't leave your PC on all the time, it's faster to turn on your TV set than using the TV tunner. Also, a 2nd hand TV set is likely cheaper than most TV tuners you may find. And a PC cosumes much more electricity than a TV set.

谢谢熊猫及帅哥, 我的理解如下, 如有误,请指正:
1 tuner 是设备,用它可以收电视,但仍然要用电视专用的cable, 跟网上下载的电视节目是两回事;
2 从购买的功能性来讲, tuner 强于二手电视, 增加了刻录功能, 从购买的经济性来讲,电视能更便宜;
3 从使用的经济性和方便性来讲, 电视强于tuner, 开关快捷还省电.
我看电视的目的是想练英语, 19"左右,有字幕,不强调录节目, 而且钱肯定是问题,是大大的问题,能省则省,苍蝇也是肉啊. 所以如果我的理解无误的话, 买电视应该更合适.

TV sets are much popular than TV tuners. You can literally pick some free TV sets right by the dumpsters or near free from yard sales.
I actually have a TV tuner and like it, for saving the space. But when you look TV on the monitor, there's always something not quite right to me. Maybe the monitor isn't as bright as a TV, maybe the 17" monitor is too small comparing with a TV, maybe my PC is too slow and the video isn't as fluent as a TV, maybe the noises on the screen look different with those on a TV.
As the result, I don't watch TV with my TV tuner frequently.
