I'd suggest you download and use GIMP. It has most nice features, and the same concept as Photoshop. And it's totally free (OPEN SOURCE). Windows version is very small and fast (compare with Photoshop).

With a plug-in, it can even process RAW format.

Use version later than v2.0.4 (comes with EXIF fix).
