3Web is probably the most cost effective high speed to go now, first 3 mths at $9.95 then $29.95. The quality is good as they are the reseller of the local bignames, e.g. if your area is serviced by Bell, then so do they.
The only thing bad I heard so far is their customer support, it's pretty much non-existant, you could be on hold for 30-40 min or even longer. But if you are a bit computer savvy, you should be able to get away fine. My parents are with 3Web since Feb. and they are pretty much computer iliterate, yet they are doing fine with 3Web!
If you go with 3Web, I'd also suggest to bundle with their VOIP through cia.com for only$39.95/mth, at this rate, I think it's hard to beat!
