STUDY PERMIT在邮寄时遗失,该如何补救?请帮忙

我同学的STUDY PERMIT是找这里的中介办的,他在收到STUDY PERMIT之前就回国了,本来和中介说好收到STUDY PERMIT以后由中介邮寄到他国内的家中,因为他需要在国内办MULTI ENTRY VISA.但现在邮件寄出时间到现在差不多快2个月尚未收到,恐怕是丢失了. 给中介的地址肯定没有错.

请问如果新的STUDY PERMIT和有关材料在邮寄中丢失了,该如何补救?
中介和邮寄公司是否有责任?中介公司有无义或办法和移民局勾通?因为我同学9月份开学,很急. 该如何补救?

first off, this has never happened to me when I was a student visa.
But, I rememebr the permit has serial #. Why not call the immigration center (sorry, do not know what it is called, but you know what I mean) and ask them to track down the # and re-issue another piece. I do not think it would be a big deal for them. In fact, their call center was very helpful and told me my student permit # over the phone when I was waiting for my renewal from the post... just thought you may want to try this.
