Actually I've seen a lot of Canadian restaurant doing the same thing: When and only when there are more than 8 people, they add 10% tips into your bill. Otherwise you can pay any amount of tip as you want. That's why some people receive a bill with 10% tips and others don't.
It's very common in Ontario. In Quebec it's a rule so every restaurant does it. The rule is to protect the waiter's benefit as they earn minimum income and rely on the tips. If you want to know more, just walk into any Canadian restaurant or bar and ask about it.
