1)Call an office of the MTO

questions to ask yourself:

1. what immigartion status do you still have in the US?
2. do you live in Canada? (the driver's license is secondary in your case -- and you will be lying anyways if you get a US insurance and license plate which completely depend on your residency)
3. depending on your answer to question #1, you may or may not be able to bring the car back to Canada on a permanent basis, duty free.
4. I hope this car is not a new car, otherwise there will be issues with warranties and dealers...

trust me, I have been there before and it was not worth the trouble... cheers.

You can buy a car without a license. buying insurance should be ok, too. i used my us driver license to get insurance. But the insurance company gave me about 30 days to change my license. but that is years ago. might be the case any more
 
As a resident of Canada, you must change your driver's licence within a certain period of time.

buying will not be a problem, but to register the car would be a probelm if you can not produce proof of residency (hydro or electric bills ect.) to your "local" DMV. Bringing the car north of the border will be another problem -- don't you need own this car for sometime before you can bring the car in? (personal effects are 6 months) I do not think you can bring in a new car that you just picked up 5 mins ago at the other side of the border. Is the grass always greener at the other sied of the border? According to my calculation (i.e. we are now talking about the $ and the amount of efforts to make it ligitimate) it is simply not worth it.
