When internet has problem, your VOIP phone will not work.

Yes. You must have high speed (ADSL or cable). I'm using www.iTalkBB.com with unlimited plan ($29.99/month, no tax), I got both ways free (calls to China/North America, and calls from China). The voice quality is good.

I got a Canadian local number (905/416/647/613 area codes are availble for selecting).

When people in China call you, they dial a prefix 179710 before your number. This prefix is free in every city/province of China and the fee is collected from the callee. Since my plan is umlimited, so I actually do not have pay those calls.
