Decisions regarding the assessment and placement of foreign students are made within each school district. Most often school placement recommendations are made by a district or school administrator. If additional information is needed, the International Credential Evaluation Service (ICES) can be contacted. ICES was established as a national service evaluating international education credentials and is operated by the Open Learning Agency. Principals of secondary schools are responsible for foreign credential assessment and the appropriate placement of students. Appendix D of OSIS provides guidance for determining the number of credits, including compulsories, that foreign students would need to meet diploma requirements. Generally, students who have already completed the equivalent to grade 9 must take 22 credits; grade 10, 14 credits; grade 11, 7 credits; and more than grade 11, a minimum of 4 credits.
The Ministry of Education and Training will assess foreign high school leaving documents or equivalents for adults seeking employment. An applicant must supply proof of permanent Canadian residency, a letter from the employer stating that proof of high school completion is a condition of employment, notarized copies of original documents, and certified translations of these documents. Applicants are advised not to mail original documents. For further information about this service, contact:
