The looking from your side is not professional.
If the project hasn't done yet, you may modify the design as following.
You need two pairs of horizontal support (thiner than what you've shown here) to sandwich the boards.
Or you can use H or U shape horizontal support to secure the boards as well.

Thanks everyone for the comments. Here is a figure to show you the detail. I just hope he can put the boards on his side. He said that it will look different from his other side.

I like to say few things.
1) This will not affect your property value. When you sell your house a 35’ lot is still 35’ , you will not lost a penny because the fence is 1 inch on your side.
2) For average size lot 1 inch is less than .5%. If you use a ruler to measure your lot, this error rate is in the ruler itself.The builder's mark may already have that error rate.
3) The board side usually being considered a nicer side.

Yes, I will split the cost. We have a mark (builder left it, I guess)to divide the lots. The post is moved to my side about one inch, and he put the board on my side, too. It is a tough problem. This neighbor looks a working class. Another neighbor did well to keep his fence in a correct position.

He put the board on your side? That means he's really nice to you, as that is the nice side.

Also the city's measurement might be wrong too. Maybe the fence company measured it again according to the land survey and corrected the mistake. Even not, 1 inch is really nothing.
 
I believe both Timothy's and SUVrider made very good points.

1. If your neighbour had a good intention, they may not even know what you feel right now.
2. You hold your land by your survey not marginally error-ed fence. I guess the case of setback fences could help us to better understand the ownership issue?

If you'd like to offer your neighbour the better side and the result will also make you feel comfortable, why not give it a consideration?

BTW, from my last comment, I suggested you to consider the "sandwich" fence which makes better looking on both sides but it requires more labour to build.
So if you think it could make things more complicated then please forget it.
 
onething to remind you. bylaw is like this: if your neighbour put the fence say about half foot over the line into your side. if you do not had it corrected. then that part will become your neighbour's property after 7 years.
 
依我看, 如果你们商量好share 篱笆, 并分担费用, 这一inch 勉强接受; 否则, 这是典型的占用你地产的行为, 不是 one inch or one foot 的区别, 如你愿意, 可要求他拆掉 (他建的时候, 为这 one inch 也已应考虑到了这个风险, 这不应是建筑商的差错).
