当温控器设定温度大于室内温度时, coil线圈的电压是26v, 按理应该开启气体阀门点燃主火至少一会, 但是一直没有, pilot倒是一直燃着.

When you have the coil at 26V for a while, you can touch the coil where the two black wires coming from. If it warms up a little bit, which means the solenoid stuck, if not, the coil must be open or not being energized.
One interesting thing is the voltage 26Vac should be lower if the coil is energized. The load should draw quite a bit current and the voltage should drop a volt or two easily. It should not be the same reading. It could be poor contact...
