Don't take this topic too seriously. They started the discussion about LRT at least 15 years ago, and had never stopped talking ever since. But, only talking, no action at all (maybe I should correct myself a bit, they did had an action to have assigned a contract to SIEMENS and paid millions of penalty to break it short after).
After 28 votes (or more) in the city hall since early 90's, they are going to keep voting for at least next 15 years. Most likely you may take the LRT into your area by 2020, or later.
Reason 1, LRT needs cash but Ottawa has no money. Reason 2, it's a political game. The city hall is elected by Ottawa residents. Ottawan can be easily grouped into two types, half of urban and the other half rural. Urban people need LRT but rurals don't need it and don't want to pay for it. So they just vote after vote. Sometimes urbans won sometime they lost. You'll see more this kind of games later, but don't expect the LRT built.
