Buy used cars from Montreal

I found a used car in Montreal. The dealer said I only need to pay 5% tax. Does anybody do the same and pay the rest of the tax in Ontario? Do I have to pay it when I get the licence plate here in Ottawa.

I think so. That was the reason why the dealer would charge only the GST.
