Historically Ottawa has always been that way. The collapse of real estate in early 80's, Vancouver and Toronto lost close to 30% value, I think Ottawa lost about 10-15%?
My numbers may not be accurate. So don't quote me on that. One thing for sure, the pressure on real estate due to immigrant influx never affects Ottawa as much as Tor/Van. And less speculation buying too. Being a government town which provides steady but unspectacular employment, Ottawa is less influenced by economic downturn.
