Experienced with temporary lay off?

I have been put as temporary laid off by my employer for a few weeks. I now have some concern of my EI benefit if I am let go eventually.
I checked the Ontario Employment Act and EI benefit calculation. According to the Act, a person can be temporary laid off for as long as 13 weeks. On the other hand, the EI benefit is calculated based on a person's last 26 weeks average salary. While I am in temporary laid off status, I don't have any salary. If I am let go after 13 weeks, I only earn 13 weeks salary during the last 26 weeks. So my EI benefit will be much lower than the case in which I am let go without temporary laid off period. This doesn't seem fair.
Does anybody have similar experience like this? How is EI calculated for people being temporary laid off? What about termination notice pay? Am I entitled of two weeks' notice pay if I am let go later?
