It was very hard to get a really qualified person last year during the "great jump", so Notel got some people who seems not so qualified. We can not blaim it too much. To be honest, I am one of them. But it is the reason I'm saying this here.
I feel probably people here pay too much attention to experience, but not enough attention to potential. I know it is very hard to juge a person's potential during a short interview, but the potential is still very important, at least I feel.
I didn't have enough experience when hired by Nortel, and my manager did think about it for a quite long time about droping me into river or saving me onto land. But I think I am doing very well right now and my boss is not regreting to hire me.
Also I have to say, the lay off is due to the reason of theirself for most of them. However, we Chinese should learn how to get credit after we did the job and try cooperate well our co-workers. Probably you have to hide your new ideas if you don't know how to approach getting it out.
