美媒:美国港口工会反对自动化,让低效率的港口成为了供应链的瓶颈

(观察者网讯)供应链的危机近期一直困扰着美国,美国最大的洛杉矶港和第二大的长滩港都堆满了集装箱,超过20万个集装箱正“漂”在海岸线上等待卸货。
在港口拥堵持续加剧的当下,美国一些批评人士又将目光转向美国港口工会,指责这些工会连续多年反对港口自动化,拖累了美国供应链各环节的畅通。有美媒就撰文指出,港口工会的做法并未考虑工人和消费者的长远利益,这使得美国港口效率低下,成为了引爆危机的一环。
但在集装箱大量堆积、美国供应链各环节均出现混乱的当下,工会对港口发展的阻挠已不是当务之急。一些美国港口工人向美媒表示,劳动力的短缺导致货物卡在运输环节无人运送,集装箱的长期堆积也严重扰乱港口的管理,拥堵正在引发货物积压的恶性循环。


有批评人士试图将劳动力短缺归咎于美国工会近几个月发起的一系列罢工,但有美媒指出,美国工人罢工的源头是他们糟糕的收入待遇和工作环境,新冠疫情让他们重新思考了自己的工作生活,“他们已经忍无可忍”。
对于这场危机还将持续多久,美国各界的看法并不乐观。美国交通部长布蒂吉格近日强调,虽然拜登政府正采取措施缓解压力,但只要新冠疫情还在蔓延,供应链危机就会持续下去。高盛集团则分析称,在疫情不造成进一步冲击的前提下,美国的港口拥堵可能在一定程度上会持续到明年年中。
抗拒自动化的工会
美国彭博社10月26日发布题为“美国堵塞的港口需要帮助”的评论文章,称美国的港口缺乏自动化建设,效率低下的港口首先成为了美国供应链各环节上首当其冲的瓶颈,推动了供应链走向混乱。
文章首先强调,港口拥堵并非问题的全部,美国消费者对商品的需求飙升导致进口激增、劳动力短缺导致卡车运输及铁路网络超负荷运转、集装箱半挂车等设备短缺堵塞货运等问题,都促使供应链短缺不断恶化,港口只是最先遭到冲击的一环。
但在美国港口问题的背后,是利益相关各方围绕港口自动化问题长年的争端。彭博社称,美国港口工会在这其中就扮演了一个“不那么光彩的角色”。

竞选又导致领导人迁就工会.
在供应链危机让美国各界重新关注港口自动化问题的同时,拜登政府似乎更愿意研究如何拉拢港口工会。报道称,美国国会正在讨论的基础设施法案中就包含一项条款,它将提供35亿美元用于投资港口“零排放技术”,这项条款特别禁止了对自动化的投资。

对此彭博社批评称,这种抗拒新技术的态度实在是让人摸不着头脑,拜登政府似乎更关心如何“讨好”工会这个组织,而不是关注其中的工人及消费者本身,“这将让拜登政府付出更大的代价。

工会只是表面现象,深层次的问题是200年不变的社会制度已经及不适合当今的社会环境。
 
中共搞港口自动化,让大批工人在家吃救济,整天打麻将和拱猪,等等。人的素质急剧退化。这是犯罪。
 
应该是帝国的矛盾,历史上都是这样,帝国久了,各种既得利益集团跟社会发展相违背

In the 70s, inflation was running out of control, and the unions fought for raising wages since the cost of living went up. Then, raising wages intensified inflation in return.

In the late 90s, the dot com bubble raised high tech employees' wages in private sectors, then PSAC had all-out strikes to demand raises for government employees. Don't we remember we hanked the horns passing by the scenes of PSAC members holding strike signs and banners outside Billings Bridge buildings and Tupper building in Heron road on the day of "9.11" when terrorists attacked the world trade center?

Now inflation is running hot and central banks take an excuse of the transitory and blame supply chain disruption. The cost of living is inching higher and higher, and our standard of living is being eroded lower and lower.

Unions in the private sector have been dissipated during the early 90s recession. The Big Three automobile union, survived and stayed strong in the recession, was beaten up during the 2008 financial crisis.

The strongest union now in Canada is PSAC. We cross our figures for PSAC to take lead this time and bring all Canadians' wages up for the rising cost of living.

总比没有工会或者假工会好太多了. 要看它的错误是否被修正. 类似饭吃多了血糖高, 就不吃饭?
 
Bloomberg reports:

A labor shortage across the U.S. is leading retailers to sweeten their pay and benefits. Macy's (NYSE:M) is latest to raise its minimum wage to $15, which will go into effect for new and current workers by next May. Once that happens, the company's average base pay will be above $17/hour across its workforce of 100K employees, and average total pay will be $20/hour.

That's not all: Macy's is partnering with Guild Education for a program that will offer bachelor's degrees, boot camps, English language learning and professional certificates. 100% of tuition, books and fees will be covered under the program, which is expected to cost $35M over the next four years. Target (TGT), Walmart (WMT), Starbucks (SBUX) and Chipotle (CMG) have also offered similar perks.

"This is not just a reaction to the tight labor market, although to be sure, this is a difficult market to hire in," said Danielle Kirgan, chief transformation and human resources officer at Macy's. "This is more of our signal to our colleagues that this is really how we operate - investing back in our colleagues in a variety of ways.
