Canada aims to start Alto high speed rail construction in four years

CANADA: The Alto high speed rail project is to benefit from a Major Projects Office which the government has established to identify projects that are in the national interest and streamline their assessment and approval to accelerate development.
An initial five projects to be considered by the MPO were announced on September 11, with high speed rail included in a second list of proposals which are at an earlier stage and require further development.
A faster approvals process is expected to help with the financing of projects, with MPO CEO Dawn Farrell saying ‘to get to “one project, one review, one decision” will set Canada apart globally and will attract enormous inflows of capital’.
Proposed high speed line
The proposed 1 000 km electrified high speed line serving Toronto, Peterborough, Ottawa, Montreal, Laval, Trois-Rivières and Québec City would support trains running at up to 300 km/h.The government said this would cut travel times in half, connect close to half of Canada’s population, create 51 000 jobs during construction and inject up to C$35bn into GDP.
Project promoter Alto said it would mean faster and more reliable travel between major cities along the country’s most densely populated corridor, reducing commute times, expanding access to jobs and services and making it easier to stay connected with family, friends and opportunities.
The MPO will work to accelerate engineering, regulatory and permitting work to enable construction of the project to start in four years, down from the original eight-year timeline. Alto said this ‘does not mean taking shortcuts’, but instead means ‘doing what is right, with greater efficiency, enhanced co-ordination and a clear path forward’.
Alto President & CEO Martin Imbleau said ‘being recognised as a transformative project marks a significant milestone — it empowers our team to accelerate progress while maintaining our unwavering commitment to quality, transparency and environmental stewardship’.
Further plans
The early stage project list also includes the Port of Churchill Plus project to upgrade the Hudson Bay port and expand trade corridors with an upgraded rail line, an all-weather road and marine ice-breaking capacity.‘At this moment of transformative change, Canada’s new government is focused on delivering major projects to connect our communities, empower Canadian workers, and build Canada’s strength’, said Prime Minister Mark Carney. ‘We will build big, build now and build Canada strong.’
