这不是accoording to this form, 而是according to you/your understanding/personal opinion。

在中国、在中国香港，所有在政府工作的人都是“政府官员”，包括司机、清洁工？中文中，所有在政府工作的人的统称不是政府官员，有政府工作人员、公务员一说。

It is according to my understanding of the English wording of this form and the choices given. If you are employed by the government, you are an official by definition. Besides, no other choices are applicable in this form. To choose "others" is not a truthful answer.

The fact is applying for a visa is a serious matter. If the applicant is asked to provide further information about his/her employment, there could be serious ramifications if he/she was found lying.

真能拽啊。选“Other”，然后specify “civil servant”就not a truthful answer/lying。

衙门里的大小是个官，比如那大大有名的弼马温。原来国内公务员都是干部编制吧，大学毕业一年转正一般都可以定副科级，并不需要实际的职务。
