There is clearly a requirement about keeping room temperature above certain value in winter. Only some citys might have a bylaw to set a max allowable temperature in a rental property but it's not very common.
Suggest to negotiate for switching a room or for allowing to use some other area in the house temporarily (while you feel too hot in your room but it may make other area in the house too cold if turning the central A/C on).
As many others already suggested, shielding direct sun light, opening window and door, plus using fan will help, particularly when the outdoor temperature is still low.
Aviod to rent a room fasing west for summer. We have a lot of ways to keep the room warm but not for cooling down.
Govenment health code or human rights might be some area to look into for finding some support if you still want to argue with the landlord about this matter.
