VISA for parents

My parents are coming visit me with my 9year old niece, do they all have to go to "visa application centre" in Shanghai (Shanghai will be the close one for them) in person to apply and get the passport?

繁體字是中華民族正宗的字體 ,我使用它完全沒有問題 。但是請你不要再在同胞面前班門弄斧 ,你以為這樣人家就說你是老外嗎？若是你真不懂中文，我不怪你 , 在加拿大我們每一個同胞都懂英文，何必班門弄斧呢，你若是有什麼异議 , 請大家出來評評。

CFC有在线中文输入法，供楼主参考。我原来也不知道，前几天臭农民给某个帖子的楼主推荐我看到的。
我认为在论坛上，写中文，英文，简体字，繁体字，都没问题，看情形，看习惯。楼主是问问题，意思表达了，别人看懂就行了。
不仅如此，论坛上上海话，东北话，汉语拼音，中英夹杂，chinglish，缩写，简写，有意无意的错别字，都不在话下。
总之一句话：不要因为表达工具的不同伤了和气。

请问您父母需要写委托信吗？VFSGLOBAL网站上说要，有个朋友说帮父母递了，不需要，倒底要不要啊？晕！
