There is no best plan. It depends on your need. As for me, I don't use phone very much. But I need one just in case. Therefore, I have Rogers data plan only. With a data connection, I can easily text and make phone calls (I use Fongo), which is very cheap ($60 a year with 1G, extra data 5 cents per M).
