Sunshine list 2016: TTC, police lead the way for Toronto with thousands earning more than $100K

TORONTO — Five of Ontario’s top ten municipal and provincial employers with the most people earning more than $100,000 per year are located in Toronto, according to this year’s Sunshine List.
The Toronto police top the list for the city, employing 4,638 officers who each earn more than $100,000 per year. The number of officers earning six figures increased by about 500 people since 2014. Leading the way was Chief Mark Saunders, who took home $292,558.10 in 2015.
Other notable employers on the list include the City of Toronto with 4,382 workers, the University of Toronto, the Toronto District School Board and the Toronto Transit Commission.
In total, the list for 2016 includes 115,259 names — up from 111,440 in 2014 — and many of the top individuals ply their trade in Toronto. Four 2015 Toronto Pan Am and Parapan Am Games executives are in the top ten, with senior vice-president and chief financial officer Barbara Gail Anderson earning $862,861.18.
The Ontario government was criticized in the summer when it was revealed that some of the top Pan Am executives would share roughly $5.7 million in bonuses. Many executives earning more than $250,000 were made eligible for as much as a 100 per cent bonus partly because they stayed on the job through the completion of the games.
Each of the top four Pan Am executives earned more than four times the salary of Toronto Mayor John Tory. Tory, who earned $183, 310.07, isn’t one of the top-ten highest-paid City of Toronto officials. He’s not even the most well-paid mayor in Ontario. That title goes to Markham’s Frank Scarpitti, who took home $187,129.75 in 2015.
Former city manager Joe Pennachetti was the city’s top-earning official, raking in $403,029.59. TTC CEO Andy Byford was second, earning $355,406.48 and Toronto Community Housing Corporation CEO Greg Spearn rounded out the top three with $330,386.06.
Byford and several thousand TTC employees are no strangers to appearing on the Sunshine List. In 2015, 2,143 of its employees earned six figures. The TTC’s highest earners are mostly all executives, project managers and the heads of departments, but even some of its lower-ranked employees managed to crack the list. Twenty-one station collectors, the individuals who collect fares and sell tokens and Metropasses at subway stations, earned more than $100,000 in 2015. Derrick Dezilva, the highest-paid station collector, earned $117,022.67 in 2015.

Metrolinx and the Union Pearson Express were also well-represented on the list. Metrolinx CEO Greg Percy took home $255,587.55 in 2015, slightly less than UPX president Kathy Haley who collected $273,062.35. Haley announced this week that she’d be stepping down at the end of March.
The Sunshine List was created in 1996 by former Premier Mike Harris. Some critics consider the continued publication of the salaries to be flawed and have called for it to be indexed to inflation.
