The only way to have enough doctors in CANADA is to allow TWO tier health care system, like in England or France, doctors either hired by government, i.e. on Government pay roll (monthly salary), or as private (not getting any money from government). Unfortunately, one tier health care system is the SACRED cow in Canada, any politician mentioning two tier is actually committing political suicide.
