There is a difference between British National (Overseas) (BNO) 英國國民(海外)and British Overseas Citizen (BOC) 英國海外公民. Most HKers born before 1997 are BNOs. BOCs are those British Dependent Territories Citizens (BDTCs) who did not become BNOs after 1997. They are mostly ethnic Indians, Pakistanis or other minorities in HK who did not qualify for Chinese citizens on the establishment of the SAR.
Some BOCs subsequently managed to get British citizenship, but that is another story.
