There is another fact in property tax is the mpac assessment value. If your property value increased a lot, even the mill-rate only increase 2.5%, you may still see big jump on your property tax since your tax base is increased. Check your last year mpac assessment letter.
I think that could be one of the reasons as the tax increase (if your house evaluation is above average) is phased in over a couple of years. But 18% is a bit too much.
You could ask the city what is the reason if could not figure out.
