Civil servants learn details of job cuts tomorrow

Letters will outline which positions will be eliminated

Thousands of federal civil servants in Ottawa and other centres across the country will be entering a new period of anxiety on Monday as they start receiving letters telling them whether their position within a certain department will be eliminated.

It's all part of the fallout from last week's federal budget. The Conservative government wants to cut 19,200 public service jobs by 2015.

The notification letters won't translate into lost employment for all who receive them.

"They might, for example, be able to switch position with someone else who is taking early retirement or a buyout. This will take a number of months to shake down," CBC's David McKie reported Sunday.

"The reason that the letters go out as of tomorrow is because the departments have to get these positions off their books within this fiscal year, so it’s a fairly urgent situation and, of course, this is all part of the government’s cost-cutting plans."

The government is looking to cut about six per cent of its discretionary spending over three years on direct services such as food inspection, marine search and safety rescue, and the issuing of insurance cheques. The numbers vary for other agencies and departments.

On Friday, Ottawa MP John Baird, the foreign affairs minister, said the National Capital Region can expect to lose about 4,800 public service jobs over a two- to three-year period, but union leaders say they expect the job losses to be much higher.

About 130,000 federal civil servants work in the Ottawa-Gatineau region, with thousands more working term or contract positions.

"In fact, there are a lot of different numbers [for jobs cuts] making the rounds. Essentially, what the government is saying is that the numbers aren’t really as bad as you think because of what’s called attrition, that is, the natural rate at which any institution gets smaller," McKie said
 
That 4,800 would translate into a 3.5 per cent cut in the Capital Region. Correct?
